The admitted subjects are indicated in letter C) of the Notice. In this regard, please also consider the provisions of letter B) “Subject of the Notice”.
In letter C) “Subjects admitted to submit the application” n. 3, the Notice states that: “Participation in this Notice is open to entities operating in the production and/or marketing of pharmaceutical products, who have been carrying out industrial research and/or experimental development activities for at least 12 months prior to submitting the application for admission to the contribution.”
The letter C “Subjects admitted to submit the application” n.4 of the Notice states: “the subjects admitted must be in an ordinary accounting regime and have at least one financial statement that has been regularly drawn up approved and filed with the Chamber of Commerce or, in the case of residence in another country, with the equivalent company register. To this end, the proposing entity may also refer to the consolidated financial statements of the group to which it belongs or to the financial statements of one of the companies which holds, on the date of submission of the application, a share of no less than 20% (twenty percent) of its share capital. In the latter case, the proposing entity is required to present a specific letter of patronage with which the company holding the aforementioned share of share capital undertakes the commitment to regular execution of the proposed initiative as well as the financial commitment to repay the contributions granted in favour of the proposing party and possibly revoked for one or more of the reasons provided for by the legislation and from this Notice, including any interest”
Please refer to the sector legislation, without prejudice to the constraints indicated in letter G) “Documentation for the submission of the application” of Notice no. 13, referred to in the points:
k) Declaration of commitment, in case of admission to the contribution, to continue the economic and/or entrepreneurial activity in the production units involved in the implementation of the project, in the 5 years following the date of conclusion of the same;
l) Declaration of commitment, in case of admission to the contribution, not to relocate the project activities outside of the national territory, within 5 years following the date of conclusion of the same.
Letter D) “Eligible projects” of Notice no. 6 states in letter d: “The contributions may be granted for the implementation in Italy of industrial research and/or experimental development projects as indicated in the previous point 2. In order to be eligible for the contributions, the projects must have a minimum value of €20,000,000.00 (twenty million euros)”.
Letter F) “Equipment and grantable contributions” no. 11 of the Notice states that “the resources made available for the interventions relating to this Notice are equal to €40,000,000.00 (forty million euros/00). Regardless of the value of the project presented, the non-repayable contribution for each project will be granted for an amount of up to €20,000,000.00 (twenty million euros/00) to be drawn from the Biomedical Fund and, in any case, within the limits of the intensities provided for by Article 25, paragraph 5, of the GBER Regulation for aid to research and development projects”.
The Notice does not contain any indication regarding TRL levels. Please note that, in any case, the project must be included in the Subject of the Notice referred to in letter B) n.2.
In this regard, see letter E) “Eligible expenses and costs” no. 8 of the Notice which, referring to article 25 of the GBER Regulation, also provides exclusively that the subsidised part of the research and development project must be entirely included in one or more of the following research categories:
a) industrial research;
b) experimental development”
